Soul/ego being a part of the higher mental plane, is it correct to say that causal body was most developed only in the fifth race because it was then when the mental body was truly evolved?
If that’s the case, then the actions that we took in our earlier birth, when we had weak/no causal body, do they bear any impact on our Karma?

Karma, is a law of cause-effect. It exists irrespective of the presence of the human kingdom, and affects all kingdoms of life in the three lower worlds of nature.

Human kingdom implies a causal body. The causal body is was there in every race. It has nothing to do with fifth race in particular.
